 Breaking: Enugu Assembly Moves to Protect Tenants & Regulate Agents

The Enugu State House of Assembly has taken a significant step toward improving landlord-tenant relationships by considering amendments to the state's tenancy laws. 

The proposed bill, which  passed its first reading today(24/02/2025), aims to regulate housing transactions, protect tenants from excessive charges, and establish clearer legal guidelines for property management.  


The bill also seeks to introduce key reforms in Enugu State’s housing sector. It mandates certification for land agents and managers, sets a maximum limit of 10% for agency and legal fees, prohibits the collection of caution fees, and specifies notice periods for tenancy-related matters.

Additionally, it grants a government ministry or agency the authority to implement further housing regulations. These changes, if passed, will help create a more structured and fair housing system in the state.

Today, a bill for a Law to amend the Landlord and Tenant Law of Enugu State has been read for the first time in the Enugu State House of Assembly. Among other things, the Law seeks to:

1) Ensure that anyone who wishes to be a land agent/manager must be certified


2) That there is a 10% ceiling for both Agency and Legal fees, the percentage can be negotiated lesser but never above 10%


3) That the tradition of caution fee be prohibited


4) That a defined duration for notices is stipulated


5) That a government ministry or agency is given the powers to make further regulations on Housing issues in Enugu State
